1. varies – depends wat kinda amp you are talking about
2. probably but they shouldnt get hot enough if the amp has proper stuff….some amps get warmer than others

Pre-Amp Tubes, if you over drive your power amp it gets ugly.
All tubes glow when warm some brighter than others, at least from what I’ve seen

When selecting an amplifier, the most important criteria is how you like the clean sound from the amp. There are too many effects a picker needs nowadays that are not included with an amp.
If the amp sounds great clean it will sound great with effects added.
