From the mic, you’ll need an XLR to XLR cable to go into the preamp.
Condenser mics require phantom power, so make sure that this is turned on at the preamp. Then, whatever cable is needed to go from the output of the preamp to the Line In on your sound card.
I am concerned that you’re not seeing any power activity on the preamp. The LED under the meter should be green when the unit is receiving power. You may have a defective power supply or preamp.
