Do all 9-pin vacuum tubes for amplifiers have the same pin connections?

no. they vary. Similar tubes may share a common pinout, but you don’t know for sure until you look up the datasheets on both.

You want to improve the performance of an existing preamp circuit?
I’m sure the manufacturer would have already optimised the circuit and values around a specific valve for the purpose it was intended for.
No, pinouts and even number of elements in a valve varies, also internal element connections may be different or even non- existant.
If you’re lucky, the filaments may be wired the same.
I seriously doubt you would gain anything trying to “re- invent the wheel”.
